Judge Dominick Motto is a 1967 graduate of New Castle Senior High School. After obtaining a bachelor's degree in political science from the University of Pittsburgh, he obtained a Juris Doctor degree from the University of Akron School of Law. In October of 1974, he was admitted to practice law before the Bar of the Supreme Court of Pennsylvania, and thereafter, was admitted to the Bar of the United States District Court for the western District of Pennsylvania and the Supreme Court of the United States. He engaged in the general practice of law in the Pennsylvania and Federal Courts. He served as solicitor for the New Castle Area School District from 1977 to 1995. In 1994, he was nominated by Governer Robert Casey for Judge of the Common Pleas of Lawrence County and was unanimously confirmed by the Senate. In November of 1995 he was elected to a 10-year term as Common Please Court Judge and retained for an additional 10-year term in November of 2005. Judge Motto became the President Judge of the Court of Common Pleas of Lawrence County in June of 2004. He married the former Gerianne Fazioli and is the proud father of three sons - Dominick, Joseph, and Michael.

Carolle (Boak) Moses became the CEO of LCARC on January 1, 2014 culminating her career in serving others. She is a 1976 graduate of Thiel College in Greenville, PA. with degrees in Psychology and Sociology. Carolle began her career in 1977 as a caseworker and in 1980 was promoted to Residential Program Director.

Throughout her personal and professional life, Carolle has sought ways to build relationships and provide support for people from all walks of life. This continues in her present capacity with LCARC where there is an emphasis for making decisions that lead to quality and respectful care, with utmost dignity, for all individuals served by the Agency.

Carolle's prior experience and activities include involvement with the Mercer County Juvenile Detention Center, Human Service Center (of Lawrence County, Pa.), Easter Seals of Pennsylvania, and Lawrence County Children and Youth Services (CYS). During her college years, Carolle interned with CYS and later served as a foster parent for emergency placements. Carrolle has developed a collaborative relationship with many of Lawrence County's social service and non-profit agencies during her years of employment with LCARC. Carolle is an active member of St. John's Lutheran Church and remains involved with church programs. She coordinates their "Adopt-A-Family" program which benefits individuals served by LCARC.

Carolle is married to Norman Moses and together they share and enjoy their five adult children: Norie-Lynn, Norman, Rachel, Jesse and Alexander.
